Functional Element 3.2 Engineering Support
NUWCDIVNPT Contract N66604-02-D-221C. SRM provides full spectrum engineering management support services to NUWCDIVNPT. Contract work includes five-year planning, program documentation support, financial management support and business production management, Information Technology (IT) systems production support, and meeting/event support. Thus far, SRM has been providing program documentation support, financial management support, presentation support, and meeting support to a range of clients, primarily within the Combat Systems Department. Specific programs supported include the Combat Systems (CS) Trainers Program, Tomahawk Weapons Control Systems, Virginia Class Program, Encapsulated Harpoon Command and Launch Subsystem (EHCLS) II Program, and other CS Programs sponsored by NAVSEA (PMS425). Examples of deliverables provided include task books, presentations, and formal reports for all programs sponsored by PMS425; financial management reports of funding expenditures for the CS Trainers Programs, Weekly Meeting Reports for EHCLS II Program; risk analysis for the Virginia Class Program Chief Engineer, and Earned Value Management System (EVMS) reports for the Cruise Missile Program.
Functional Element 3.5 System Design Documentation/Technical Data
NUWCDIVNPT Contract N66604-03-D-3055. Under this contract, SRM provides Technical Services for the Technical Information Division, Code 543: SRM Technical Staff provide technical writing, editing, and numerous technical services for the entire Newport Division through Code 543. SRM performs computer graphics and writing, editing, proofreading, or general editorial services for publication by the SRM editorial staff, working as a team with government employees in the Technical Publications Group. Performs technical writing/editing tasks covering system life-cycle technical data and documentation for all systems and programs under the NUWCDIVNPT umbrella, including Systems Engineering Plans, Operating Manuals, Technical Documents, Technical Reports, Technical Memoranda, Technical Manuals, Standard Operating Procedures, and articles for publication in Technical Journals. SRM also provides a wide range of Technical Library and Research support to the NUWC Technical Library on-site in Building 103. This effort includes operation of the library’s on-line catalog (SIRSI/STILAS) to enter, store, retrieve, and edit text and bibliography data and perform circulation functions, perform SECRET document control functions, and provide cataloging, identification, reference searching, and verification of the Library collection.
Functional Element 3.6 Software
NUWCDIVNPT Contract N66604-97-D-0851. SRM provided the full spectrum of program analysis, engineering management, and financial management support services to Codes 20, 21, and 22. Much of this effort required the completion of systems analysis and programming tasks. Prepared feasibility studies, requirements analysis, and systems analysis documents related to the construction and maintenance of database management systems. Collected, analyzed, and formatted data to communicate management information effectively and efficiently. Maintained and updated various financial databases for program managers. Recommended an innovative approach for clear and concise display and communication of complex management information regarding system acquisitions, CM/ILS development programs, and ISE support. Utilize the processMax system in support of the C4.2V3 program’s efforts to Achieve Capability Maturity Model (CMM) Level 2-certification. Developed the Combat System Management Support System (CSMSS), an ACIUS 4th Dimension software application that provides financial management and program management services to NUWCDIVNPT, Combat Systems Department, Code 22 desktops.
Functional Element 3.15 Measure Facilities / Ranges
NUWCDIVNPT Contract N66604-01-D-191C. SRM provided engineering services in the development of AUTEC Range Operations documentation. Developed CONOPS and technical requirements documents, to support the Soft Impact Location Capability (SILC) deployable range programs. Provided technical expertise in supporting embedded instrumentation and exercise programs. Provided program management and financial management support services to NUWC Codes 70 and 71. In Code 7011/7012, assisted in the preparation of various planning documents, presentations, and promotional materials. Conducted documentation reviews and recommend management information system approaches to sustaining customer databases and multiple facility testing schedules. Prepared program review management briefs on acoustic test facilities and towed line array production facilities.
Functional Element 3.20 Program Support
NUWCDIVNPT Contract N66604-02-D-221C. SRM provides full spectrum management support under this contract. This is a direct follow-on to Contract N66604-97-D-0851. The effort includes five-year planning, program document support, financial management support and business production management support, Information Technology (IT) systems production support, and meeting/event support. Thus far, SRM has been providing program documentation support, financial management support, presentation support, and meeting support to a range of clients, primarily within the Combat Systems Department. Functional Element 3.21 Administration Support
NUWCDIVNPT Contract N66604-02-D-221C. SRM has supported a wide range of Administrative Services to many different clients at NUWCDIVNPT. Programs and functional groups currently supported include: Torpedo Mk 48 Systems Engineering Group, the Dodge Pond/Seneca Lake Program Manager, the Virginia Class Program Manager, the AN/BYG-1 Program Manager, the SILC Project Manager, the EHCLS II Program Office, the Advanced Processor Build (APB) Program, and the Tomahawk Weapons Control Systems Office. Efforts include data entry, edit, and update of project management documents and reports; development of Monthly Project Reports to sponsors in ONR and NAVSEA (reports may be required to be provided in electronic format (MS Word) or in Adobe Acrobat pdf format on a Compact Disk (CD)); development of task statements for future work on projects; filing program/project documents electronically on departmental servers; developing and maintaining Program Manager’s Notebooks; and developing agendas and taking minutes at various meetings, including: weekly meetings, Project Reviews, mid-year briefings, and ad hoc project-related meetings for review and approval by Program/Project Managers or Principal Investigators. SRM administrative staff personnel are fully trained in Microsoft Office applications.
